Filter targets supported in this first cut: all_profiles, unqueued_profiles, stale_profiles.
Prepare template opens Chrome on the selected host using the dedicated template user-data directory. In that Chrome window, load the unpacked extension once in chrome://extensions, then close Chrome. Launch profiles can then clone that prepared template.
